The working group reaffirmed ANSI/ESD S13.1 during the five-year review. A presentation was given titled “How to Test EMI-EOS Filter in Soldering”. It was agreed that this information should be shared with WG17 Process Assessment for consideration.

The WG reviewed the current status of ESD TR13.1-02, “Resistance Measurements of Hand Tools”. Two resistance measurements are required to fully characterize the risk of hand tools:
- Resistance point to point of the tip of the tool
- System resistance from the tip of the tool through grip with personnel to ground in case the tip is conductive.
Examples with photos for both test methods and preferably also data will be included in TR.
Discussion started on possible changes of ANSI/ESD S13.1 “Electrical Soldering/Desoldering Hand Tools” (5-year review); no obvious major changes identified to date.

The WG discussed the 5-year review of S13.1, “Electrical Soldering/Desoldering Hand Tools”. Volunteers were tasked with reviewing the document for content. The status of the writing of ESD TR13.0-02 “For Resistance Measurements of Unpowered Hand Tools” was reviewed. Work will continue within the writing team.

The need to update ANSI/ESD S13.1 as it undergoes its 5-year review was discussed. This document's update was prioritized over TR13.0. Proposed updates include adding a verification section, aligning verification with TR53, making wording updates, and considering whether to retain the document as an S or move it to an STM (Standard Test Method). Discussion on ESD TR13.0-02 centered on the continued work and updates needed for the document. Specifically, there was a need to update it with two test methods: Point-to-Point testing and System-level testing. No updates were made during the meeting, as it was suggested that a more updated document might be available elsewhere. Additionally, the consideration of noise on ground as a potential EOS (Electrical Overstress) possibility was brought up by a guest, and information on this topic was provided for review.

In the meeting, attention was drawn to the necessity of reviewing ANSI/ESD S13.1 before the September meeting, with a participant flagging an issue in section 5.2.3 concerning references to non-existent sections. Stressing the precedence of this document over TR13.0, it was agreed upon to conduct an extensive review and rewrite of section 5.2.3. Additionally, the leakage current was discussed. Meanwhile, the TR13.0 discussion focused on reverting to the original three resistance measurements and elaborating on the limitations of each measurement. There is a need to reword the purpose and scope sections to finalize updates for member review before the September meeting.

- TR13.0 – Discussed continued work and updating for the document. Specifically, the need to update it with two test methods. No updates were done on the document shared at the meeting. It was the opinion of the working group that there was a different, more updated document.
1. Point-to-Point teste capturing the concern of conductive contact point with ESDS item.
2. System level test capturing the concern of charged person causing an injection of charge into the ESDS item.
3. A guest in the meeting brought up the need to consider noise on ground as an EOS possibility. Information has been sent and will be reviewed.

After further discussion, the group decided not to proceed with a separate technical report for testing of non-AC powered handtools for highly sensitive ESD manufacturing but will include it in the current technical report if an industry need is identified. -

A discussion was held on the need to develop a technical report on hand tools for use with ultra-sensitive ESD device applications. Further discussion is needed to determine if there is an industry need for the document.

The committee discussed open questions and concerns on the new technical report ESD TR13 0-02-1X, including clamp force and surface area contact, multiple materials and resulting inconsistencies, and descriptions of tools. The committee reviewed the description of cleaning procedure and solution for cleaning to address the elimination of the influence of contamination on tool handles having any effect on resistance measurements. The document is expected to be submitted for TAS review before the September meeting series. The committee reviewed a technical report on ultrasensitive ESD device non-AC powered tools that includes modifications to reflect the differences in measurement, handling, additional testing procedures and conditions. -

The working group review the Technical and Administrative Support committee feedback that the document needs to have more explanatory information to be a technical report; it is currently written more like a standard practice document. The committee will add more explanation about the need and application for each alternative test method.
